The article points to data that substantiates (1) Police base their police presence in communities on crime rates, not on race, to provide greater protection to citizens where crime rates are higher (2) The higher incidence by % of population of police shootings among blacks is due to higher rates of crime among blacks (as shown by data) not racism or bias.
